Scotland is moving ahead in this area
we now recognise pagan ceremonies as legitmate for marriage (I assume you still sign the standard certificate but don't have to have a JP overseeing the ceremony)
and just before the scottish parliament receives full rights and scottish fedualism bites the dust in full a baron is using the baron's court to ask the queen for the witches executed in Prestonpans to be granted a full pardon. Apparently scotland got carried away and killed four times (on what measure I don't know) as many. find out more here (sorry don't know lj cut to make it a link.)
